Harbour was formed as a non-profit agency in December 1995 to serve as a nationwide provider of Credit Counseling Services. Harbour Credit Counseling Services maintains a license with the Virginia State Department of Banking, and meets with the various licensing, bonding, and other requirements for other states where clients are serviced. Harbour Credit Counseling maintains various security bonds to remain in compliance with state laws. Harbour is a member in the Consumer Federation of America, and The Better Business Bureau, and is currently certified by BSI:ISO-9001 2000. Our counselor training program is certified by the National Institute for Financial Education. All of our counselors receive extensive debt counselor training and must be certified within twelve months of their individual hire date. Many of our counselors hold business and finance degrees as well.

Harbour provides free financial counseling classes and seminars to local ministries, educational institutions, and special interest groups. Harbour Credit Counseling is a sponsor of the Polar Plunge for the Special Olympics and a corporate sponsor for Virginia Beach City Schools partnership in education.
